How to Merge Passport Scans Into One PDF on Mac or iPhone

By VisaPDF · Reviewed October 5, 2026

When an application asks for one PDF, separate photos or page scans need to become a single readable document. Plan the required pages and their order before merging.

Read the page requirements first

Different applications ask for different passport pages. Use your application’s checklist rather than a generic list from a PDF tool. Keep every requested page, including relevant stamps or annotations, and preserve a copy of each original scan.

Convert photos when needed

If your inputs are JPG or PNG images, use VisaPDF’s Image to PDF tool first. For existing PDFs, use Merge. Use clear images of the full page, with no fingers covering details and no page edges cut off. Conversion does not repair a blurry or incomplete scan.

Arrange, merge, and review

Import the PDFs in the intended order and confirm the order before processing. Save the combined result under a name you can recognize. Open it and scroll from the first page to the last: check orientation, missing pages, duplicates, and whether text remains readable.

Check size after combining

Merging does not guarantee a smaller document. Several small scans may produce a PDF that is too large for the upload field. If needed, compress a copy of the combined PDF against the actual destination limit, then repeat the page and readability checks.

Keep sensitive files on your device

VisaPDF’s processing stays on your Mac, iPhone, or iPad. You do not need to send passport scans to a conversion website. Export to a location you control, and check the destination before sharing the final file.

Know the free limit before starting

VisaPDF includes one free processing use, not an unlimited multi-step workflow. Converting, merging, and then compressing can require several processing operations. Unlimited use is available through a one-time Pro purchase; check the regional App Store price before choosing that workflow.

Common questions

Should I include every passport page?

Follow the checklist for your application. A PDF tool cannot determine which pages an authority requires.

Can I merge and compress in one free workflow?

The free allowance is one processing use. Separate conversion, merge, and compression operations may require Pro access.
